肯亞宣佈巾著網漁業全面解禁肯亞漁業部在與各界磋商達成巾著網（Ring nets）作業係唯一能幫助漁民提高漁獲量及改善生計之共識後，宣佈巾著網作業全面解禁。另為顧及抗議爭議性漁具對環境有害的環保團體，特別成立監控小組，要求使用巾著網作業的漁民須遵守該襯衫小組規定才能取得漁業部核發的作業執照。肯亞海洋暨漁業研究所提出只要監控Ring nets作業得宜對環境應無虞的研究報告，為巾著網解禁背書；該研究以Tana Delta的Kipini為例指出，倘欲達到區域目標漁獲量及增加漁民收入就應該鼓勵能增加卸魚量的巾著網。巾著網東森房屋於1980年代末至1990年代初被引進肯亞海岸(主要於Vanga與Gazi)。巾著網係將連續不斷的網展開至300公尺長，水深及25-30公尺；作業方式類似於礁岩外的深水域將魚群圍在一起的圍網（purse seines）。巾著網作業僅需船員數30-40的汽艇即能輕易上手。 （摘譯自西裝INFOFISH Trade News, No. 01/2011） BAN ON FISHING WITH RING NETS LIFTEDA ban on the use of ring nets in Kenya has been lifted to enable local fishermen to increase catches and improve theireconomic status. The decision followed 房屋二胎consultations with various stakeholders despite complaints by conservationiststhat ring nets are detrimental to the environment. The Ministry of Fisheries realised that use of ring nets was the onlyway fishermen could improve their catch 濾桶and get out of poverty.The Ministry of Fisheries set up a taskforce to look at the controversial fishing method following complaints fromconservationists. The taskforce came up with conditions that ring net users had to follow to get a 新成屋special licence fromthe Fisheries Department. The Kenya Marine and Fisheries Research Institute has given ring net fishing a clean bill ofhealth, saying that it was not harmful to the environment if properly monitored.
